The Blues in Texas and Illinois have announced filing for approval of a new child only health insurance policy.</p><br /><p>No details on rates or benefits but the announcement to insurance agents in those states includes this comment.</p><br /><blockquote><br /> <p>Blue Cross and Blue Shield of Illinois (BCBSIL) is committed to offering the broadest possible range of products for our members, as well as to maintaining its strong financial position. Thus, on Friday, July 16, 2010, it filed a new policy called Blue Pathway to provide coverage for children age 1 through 18 when the child is the primary insured (commonly called &#8220;child-only&#8221; policy) with the Illinois Department of Insurance (DOI).</p><br /> <p>This new coverage option responds to an Interim Final Rule that was issued by the Department of Health and Human Services (HHS) to implement several provisions of the Patient Protection and Affordability Act of 2010 (PPACA). In this Rule, <strong>HHS has determined that provisions limiting the application of pre-existing condition exclusions for children under 19 means that all children under 19 who apply for insurance for which they are eligible on or after Sept. 23, 2010, cannot be denied coverage&#8212;this is commonly known as &#8220;guaranteed issue.&#8221;</strong></p><br /> <p>BCBSIL has long supported guaranteed issue as a way to ensure access to affordable, quality health care for all Americans, particularly children and young adults. As we have indicated in prior posts, some Georgia health insurance companies are no longer offering &quot;child only&quot; health insurance and at least one will no longer accept child only applications after 8/15/2010.</p><br /><p>Now word comes that Blue Cross plans in two different states are taking a different approach. Most German draftees apply for conscientious objector status, and most applications are approved. Germany permits military draft objectors to complete their service in civilian jobs and the majority choose hospitals, nursing homes and other social programs.  The draftees perform these service jobs at military pay levels - below civilian wage levels. </span><br /><br /><span style="font-family:trebuchet ms">Personnel officers at German Hospitals are worried because of the financial impact to them if the draft is curtailed or ended.  That would mean - horrors! – their source of cheap, government-supplied labor would dry up.  The hospitals would – gasp! - have to  hire replacement workers at the prevailing wage.    Specifically, at one hospital alone, “nearly 50 civilian servants perform basic nursing tasks and run errands, work that would otherwise need to be taken over by better-compensated employees . . . [that] would certainly drive costs up.”</span><br /><br /><span style="font-family:trebuchet ms">And so we learn that one way Germany has contained its health care delivery costs has been forced labor at under-market rates.    And all this time, I thought it was the magic of its nationalized health system.  Come to think of it, that may be a good illustration of the “magic” of a nationalized health system. When the lease was up, she said she didn't know how long she'd stay, so could we convert her to month to month. We did and she stayed for five more years, not moving out till she got married. That was our only experience of renting. We had the perfect tenant who wound up being one of our best friends.<br /><br />So now we have that rental back there, empty, forlorn and alone, plus it's not paying it's fair share of our mortgage. We need a new tenant. But how can we ever replace Grace? How can we ever be so lucky again? We put a sign in the window and you won't believe the kind of people who knocked on our door. We took the sign down. Then I bought this book.<br /><br />Did you know you have to be very careful when you reject possible tenants, for a variety of reasons? You could get sued! Who knew? Plus there's potential liabilities with a rental, we never worried about that with Grace. Okay, we're not big time landlords, we just have that small rental in back, but even that can get you in a lot of trouble if you don't have the right person in it. What if we had somebody in there who set up a meth lab, or a serial killer, you have to be careful, you have to screen your tenants. We'd been lucky with Grace, she didn't cook up drugs, she didn't kill people, she even took care of all the minor repairs.<br /><br />So now that we've gone through the book we feel like we're ready to try our hand at a new tenant. We're not going to insist on a lease, though if we did there's a good lease agreement in both English and Spanish on the included CD. There's also a good month to month rental agreement, which we're going to use. Plus, we've decided to only advertise on bulletin boards at the University.<br /><br />Back to the book, this is a well organized book that is easy to understand. It points out all the the pitfalls a potential landlord can get into and tells you how to avoid them. Plus the included CD has all the forms a landlord might ever need. If you've got rentals, you can't go wrong with this book.</p>

<br />This is a practical, well-organized manual for how to be a  good landlord and avoid some of the pitfalls of owning rental  property. I have been privy to quite a few situations not only from my parent's businesses but also from working for a property management company.  This book is written for the layman and that is what makes it so useful and cost effective.  Unfortunately nightmare tenants do exist...rent the movie "Pacific Heights" for an extreme example.  In the reality I have experienced one needs to know the ins and outs of the law.  The last thing you want is to be sued by a tenant that you are trying to evict. The information in this book and the forms provided for download may very well prove to be priceless.<br>

They are logically laid out, written in the simplest and most direct terms, and eminently useful; and this Landlord's Guide is no exception.  Each prospective landlord, from one renting the other half of a duplex up to the owner of hundreds of units, ought to own it, read it at least once, and have it handy to refer to on a regular basis.<br /><br />The safest practices in landlording start before a property is listed, and continue through tenant selection, documenting each step of the pre-occupancy and occupancy thoroughly and correctly, and being fair but firm in application of all policies.  Each area of the ownership and practice of apartment leasing is broken down, with multiple examples given for illustration, and references for further information included.<br /><br />Property ownership and leasing has become a legal minefield, and it's made worse by the differing laws and practices from state to state.  This guide gives links to applicable websites and legal codes for each state, covering such items as security deposits, timelines for notices, evictions, duty to rent, etc etc.<br /><br />Finally, the accompanying CD gives dozens of eminently useful forms, in Word (rtf) and pdf formats, many of them also in Spanish.
